Status: skeleton placeholder. Headless conformance test suites, produced during the Phase 2 implementation period (see v0.15 §8).

- Authorization refusal
- Activation ordering
- Exception capture
- Repeated activation (HMR / profile recomposition)
- Cleanup (including cleanup-failed records)
Acceptance criteria: spec/conformance.md — interoperability evidence across two hosts × three plugins.
